(1962). SOME SELF-PERCEPTIONS AND TEACHER EVALUATIONS OF PUERTO RICAN, NEGRO, AND WHITE PUPILS IN 4TH, 5TH, AND 6TH GRADES (P.S. 198 M). THE OPEN ENROLLMENT POLICY OF THE NEW YORK CITY BOARD OF EDUCATION MIGHT REVERSE SOME OF THE DAMAGING INFLUENCES OF SCHOOL SEGREGATION ON PUPIL SELF-CONCEPT EITHER BY CONTRADICTING THE STEREOTYPED ASSOCIATION OF RACIAL SEGREGATION AND SOCIAL INFERIORITY OR BY AFFORDING "CULTURALLY DEPRIVED" NEGRO CHILDREN ACCESS TO SUPERIOR EDUCATIONAL FACILITIES. AT THE BEGINNING AND END OF A SCHOOL YEAR OF ETHNIC AND RACIAL INTEGRATION, A SHORT QUESTIONNAIRE WAS ADMINISTERED TO PUPILS TO DISCOVER POSSIBLE CHANGES IN PUPIL SELF-CONCEPT. THE PUERTO RICAN CHILDREN WERE FOUND TO BE HANDICAPPED BY LANGUAGE CONSIDERATIONS, AND THE NEGRO CHILDREN, BY "CULTURAL DEPRIVATION," RELATIVE TO WHITE, NON-PUERTO RICANS. TEACHERS' ACHIEVEMENT RATINGS OF STUDENTS REFLECTED CULTURAL AND ETHNIC BACKGROUND. ALL THREE GROUPS WERE MORE EXPRESSIVE IN THEIR RESPONSES WHEN IN A MINORITY. WHITE CHILDREN HAD HIGHER OCCUPATIONAL HORIZONS THAN NEGROES, AND NEGROES HIGHER THAN PUERTO RICANS. THE PUERTO RICAN…
(2000). Education Access: National Inquiry into Rural and Remote Education. This report examines limits on access to education in Australia. Accessibility must be available without discrimination because of physical or economic limitations. Chapters are devoted to nine different types of limited accessibility, affecting: children with disabilities, especially in remote areas without alternative local schools; children isolated from public transport or denied access to school buses; students studying by distance education who are dependent on unreliable power sources or inadequate or very expensive telecommunications infrastructure; Indigenous children in Homeland Centres and remote communities without schools, teachers, or tutors to supervise distance education; Indigenous teenagers with no accessible secondary school curriculum; non-English-speaking children whose curriculum is in English; students in vocational programs who cannot find work experience placements locally and who cannot afford the costs involved in placements away from home; teenagers whose… [PDF]
(2007). What Would Sartre Say? And, Arendt's Reply?. Social Forces, v85 n3 p1063-1078 Mar. Only governments can ensure, through laws and policies, the provision of universal public goods, such as a safe supply of water, affordable health care and housing. They can regulate commerce and the private sector. However, governments cannot legislate Jean-Paul Sartre's radical freedoms, Amartya Sen's developmental freedoms, or Hannah Arendt's recognition and respect for difference. This article presents the philosophical definitions and analyses of freedoms by Sartre, Sen, and Arendt. Sartre, Sen and Arendt are of interest to sociologists because their analyses are rooted in societal forms, practices and processes. Sartre and Sen offer sociologists an epistemological foundation for evaluating political and economic freedoms, and Arendt offers a foundation for understanding complex social relations. Sartre poses the biggest challenge to the deep and complex American ethos of freedom because he radically decenters self-interest. That is, \I must fight for others' freedoms, and they… [Direct]

(1977). The Dilemma of Black Politics: A Report on Harassment of Black Elected Officials. This is a report on the harassment of black elected officials. It does not address harassment of other minority elected officials, nor of women who are other than black. The report does not address the harassment of appointed public officials or of other black professionals. The report touches only minimally on other proportions of the continuum of the political process; that is, it largely excludes the aspect of voter registration, as well as candidates for office who have failed to win election and former officials no longer in office. The findings of this report are based primarily on a spot check, within a given time frame, of officials in office. The document is presented in three parts. The first consists of a series of somewhat detailed cases, followed by a series of briefer profiles that detail an array of incidents of harassment. The cases and the profiles together constitute the section on specific grievances, the evidence on which the findings are based. The second…
(1961). EXPANDING OPPORTUNITIES THROUGH GUIDANCE. THE EFFECTIVE GUIDANCE PROGRAM IS COMMITTED TO THE PRINCIPLE THAT ALL PEOPLE ARE ETHNICALLY EQUAL, THOUGH PERSONALLY AND CULTURALLY DIFFERENT. IT INTERRELATES THE NEEDS AND ABILITIES OF THE INDIVIDUAL WITH THE SOCIAL SITUATION OF WHICH HE IS A PART. ONE OF THE BASIC NEEDS OF STUDENTS IS PREPARATION FOR ENTERING THE JOB WORLD. OFTEN, HOWEVER, STUDENTS LOWER THEIR VOCATIONAL SIGHTS BECAUSE OF LIMITED KNOWLEDGE OF EXPANDING OPPORTUNITIES. GUIDANCE COUNSELORS SHOULD PRESENT THE CHANGING PICTURE OF INCREASING EMPLOYMENT OPPORTUNITIES BASED ON MERIT AND THEREBY ENCOURAGE THE STUDENT TO CHOOSE A CAREER IN ACCORDANCE WITH HIS TRUE INTEREST AND APTITUDES. THERE ARE FOUR MAJOR GOALS FOR THE GUIDANCE WORKER IN FULFILLING HIS RESPONSIBILITY. FIRST, HE MUST ACCEPT RESPONSIBILITY TO HELP ALL STUDENTS REALIZE THEIR FULL POTENTIAL. INSERVICE TEACHER TRAINING, INTERCULTURAL EXTRACURRICULAR ACTIVITIES, FUNDAMENTAL AND REMEDIAL INSTRUCTION IN BASIC SKILLS, AND CURRICULUM DEVELOPMENT ARE SEVERAL…

(1959). Discrimination and Low Incomes; Social and Economic Discrimination Against Minority Groups in Relation to Low Incomes in New York State. This study under the direction of the N.Y. State Commission Against Discrimination (SCAD) investigated the relationship of low incomes to social and economic discrimination against Negroes and Puerto Ricans in New York State. The scope of the study included analyses by various authors of the present economic status of Negroes and Puerto Ricans, the limitations of their earning capacities and income, and developments most likely to affect their future employment opportunities. For the purpose of this study $2,000.00 annual family income was assumed to be the poverty line. The document includes recommendations drawn from the implications of the studies, basic facts about the economic status of New York's minority groups, illustrations by specific cases, and a theoretical summation of the social meaning of discrimination. A 54 page appendix follows which includes tables and questionnaires used in collecting the data. (RG)… [PDF]
(2007). Reflections on Educational Policies for Spanish Gypsies. European Education, v39 n1 p32-49 Spr. In Spain, the existence of a central government and the governments of 17 autonomous communities, each with its own authority and control over educational matters, results in variation and inequality in educational policies toward Gypsies. The conservative or progressive tendencies of political parties in office and their influence on education as well as the changes every four years in central and autonomous governments all contribute to instability in educational policy. In this article, the author reflects on the educational policies for Gypsies implemented in Spain. He provides a brief history of the Gypsies in Spain, discusses educational legislation concerning educational policies specifically designed for Gypsies, and presents multiple perspectives on the schooling of Gypsies. (2014). U.S. Department of Education FY 2014 Agency Financial Report. Office of the Chief Financial Officer, US Department of Education The purpose of the United States Department of Education's (the Department) Fiscal Year (FY) 2014 "Agency Financial Report" (AFR) is to inform Congress, the President, and the American people on how the Department has used federal resources entrusted to it to promote achievement and preparedness of youth entering a global environment by fostering excellence and ensuring equal access. (1982). The Treatment of the Holocaust in Canadian History and Social Science Textbooks. The degree to which Canadian history and social science textbooks inform and sensitize Canadian students to the events of the Holocaust is examined. Evaluated by a panel of independent judges and presented in comparative perspectives, 72 history and social science textbooks authorized for use in Canada's secondary schools were found to have offered inadequate treatment of the subject matter. The findings remained consistent on all measures of which the evaluation scale was comprised and ways in which data were manipulated. The poor performance shown by the textbooks analyzed held on both quantitative and qualitative measures employed in the evaluation process. In addition, 208 high school students of the Toronto area polled for the purposes of this report confirmed the rather meagre contribution of current textbooks to the understanding and knowledge of the Holocaust. The causes for the textbook profile unfolded in this report are attributed, in part, to the structure of domination…
(2008). The Problem of Education-Based Discrimination. British Journal of Sociology of Education, v29 n5 p439-449 Sep. While the research, theory and policy literature on race, class and gender discrimination in education is extensive, the problem of education-based discrimination itself has been widely overlooked. Indeed, the dominant ideologies of meritocracy and human capital (into which we are inculcated throughout our lives by schools, media and the state) proclaim that higher levels of education are and should be linked with greater reward. In a world where education is regularly invoked to legitimate inequality, it can appear nonsensical even to raise concern about education-based discrimination as a matter of social injustice. We need, however, to challenge those who have taught us not to see what has essentially become an elephant in our living room. Otherwise, we will find ourselves unable ever to use our public systems of education for universal emancipation and empowerment…. [Direct]
(2011). The Sexuality Curriculum and Youth Culture. Counterpoints, Volume 392. Peter Lang New York The book aims to change the conversation about sexuality education for adolescents, making it consistent with a democratic cultural politics that is attuned to changes in youth and popular culture. Traditional sex education is nearly obsolete; sexuality curriculum is now primarily learned through popular culture and youth culture, which teach young people what it means to be a man and a woman, gay and straight, white, black, and Latino, rich and poor–and what sexuality has to do with it. Ultimately, this book conceptualizes democratic sexuality education as a commitment to the idea that sexuality education should affirm the right of all young people to construct their own sexual selves and relations as much as possible, so long as they are non-exploitive, consensual, and informed. Contents of this book include: (1) Introduction (Dennis Carlson and Donyell L. Roseboro); (2) Constructing the Adolescent Body: Cultural Studies and Sexuality Education (Dennis Carlson); (3) The Place of… [Direct]
